Public Agency Contract Purchasing

Simplified Purchasing for Public Agencies

More Prepared LLC enables public agencies to procure emergency preparedness kits and supplies through pre-competed, contract-based purchasing vehicles, eliminating the need for a separate bid process.

We hold a GSA Schedule contract and are an approved supplier under the California Multiple Award Schedules (CMAS) program, providing compliant purchasing pathways at the federal and state levels. We also support cooperative purchasing through multiple competitively awarded contracts.

Cooperative Purchasing Contracts

  • GoodBuy Purchasing Cooperative — administered by Education Service Center, Region 2 (Corpus Christi, TX). Open to school districts, charter schools, cities, counties, nonprofits, colleges, universities, and other public agencies. All GoodBuy contracts are EDGAR compliant. Contract number coming soon.
  • Aledo Independent School District (TX)
  • Education Purchasing Cooperative of North Texas (EPCNT)
  • Central Texas Purchasing Alliance (CTPA)

All purchasing is subject to each agency's internal procurement policies.

Why Agencies Use Contract-Based Purchasing

Public agencies choose contract vehicles like CMAS, GSA, and cooperatives to:

  • Reduce procurement time and administrative burden
  • Ensure compliance with competitive bidding requirements
  • Access pre-negotiated, fair and reasonable pricing
  • Standardize purchasing across departments and locations

How It Works

  1. Confirm eligibility — Identify the appropriate contract (GoodBuy, CMAS, GSA, or cooperative) based on your agency type and location.
  2. Request a quote — Submit a request referencing the contract vehicle. We'll provide pricing and documentation aligned with contract terms.
  3. Issue a purchase order — Your agency issues a PO using the selected contract — no separate solicitation required (where permitted).
  4. Fulfillment and documentation — We deliver and provide all required supporting documentation for compliance and audit purposes.

Cooperative Purchasing FAQs

Is GoodBuy available to agencies outside Texas?

GoodBuy's membership includes agencies that join through interlocal agreements. While the cooperative is administered in Texas and has strong participation among Texas school districts and public agencies, eligible entities in other states may be able to participate. Contact us and we can help confirm eligibility for your agency.

What is cooperative or interlocal purchasing?

Cooperative and interlocal purchasing allows eligible public agencies to purchase from an existing competitively awarded contract instead of issuing a separate solicitation, subject to the agency’s procurement authority and policies.

Who can use an interlocal or cooperative contract?

Eligibility depends on the agency type and the cooperative/interlocal agreement rules. Many public entities, such as school districts, municipalities, counties, special districts, and other governmental organizations, may be eligible where authorized.

What cooperative purchasing options does More Prepared currently support?

More Prepared LLC supports cooperative and interlocal purchasing through our awarded contracts with GoodBuy, Aledo Independent School District, with interlocal purchasing available to EPCNT and CTPA member agencies where permitted.

Do we need to solicit bids if we buy through a cooperative contract?

Often, agencies can satisfy competitive procurement requirements by using a properly awarded cooperative or interlocal contract. Each agency must confirm this aligns with its own procurement policies and legal requirements.

What documentation can you provide for our procurement file?

We can provide contract references, product specifications, pricing support, and other documentation commonly required for procurement review and internal approvals.

How do we place an order using cooperative purchasing?

Agencies typically request a quote and then issue a purchase order referencing the cooperative/interlocal contract. Sharing quantities, delivery location(s), and any internal requirements helps us respond quickly.

Can you support multi-site deliveries and standardized kits?

Yes. We regularly support standardized kit deployments across multiple sites and can assist with kitting, labeling, and delivery coordination based on the agency’s needs.

Does cooperative purchasing apply to federal agencies?

Federal purchasing is typically handled through federal channels such as GSA. Federal agencies may purchase through our GSA Schedule contract where applicable.

Who should we contact with cooperative purchasing questions or to request a quote?

For eligibility confirmation, contract documentation, or a quote, contact orders@moreprepared.com
or call 888-733-7245. Including delivery ZIP code(s), quantities, and timeline helps us respond efficiently. Additional information on our federal, state, and local certifications is available on our Certifications & Procurement Eligibility page.
